Practice Emphasis
With a diverse local government practice, Shawn P. Flaherty assists clients with legal matters involving public safety issues, labor and employment, election law, public pension, public finance, municipal litigation, and appellate practice.
Representative Matters
Mr. Flaherty advises and represents clients in the screening, hiring, promotion, and discipline of personnel. His election law experience includes referenda preparation, election petition matters, and election contests. He negotiates labor contracts and participates in labor grievance arbitrations.  Mr. Flaherty’s municipal litigation practice experience includes annexation and boundary disputes, municipal consolidation, tax increment financing issues, and administrative review of pension and commission decisions. He regularly represents clients before courts, administrative agencies and electoral boards, and routinely attends public meetings as corporate counsel. Mr. Flaherty has represented clients in over two dozen appeals.
Publications and Presentations
Mr. Flaherty lectures on various topics including local government finance, governmental ethics and public employee discipline and discharge, among other topics. He conducts numerous training sessions for fire protection district trustees and firefighters statewide. He has served as a lecturer in Northwestern University's certified Public Pension Training Program, among other public pension training programs.  Mr. Flaherty's written work has appeared in several publications, including the Northern Illinois University Law Review, DCBA Brief, The Gong, The Fire Call, The Fire Guard, and County Government Law:  A Reference Guide.  He co-authored the 2007 and 2012 Editions of the Handbook for Illinois Fire Protection Districts and is editor of the firm's newsletter, Legal Insights for Fire Protection Districts
Community Service
Mr. Flaherty served as Secretary of the Police Commission for the Village of Oswego. He is active in other civic activities and coaches youth sports.
