Joseph Miller III graduated the University of Illinois in 1991 with a Bachelor of Arts degree from the College of Liberal Arts and Sciences. Mr. Miller received a scholarship through the University's Presidential Award program and served the University as President of the Black Student Union. He also was a member of the University of Illinois men's tennis team from 1989 to 1991. Mr. Miller attended Washington University School of Law in St. Louis, Missouri, and received his J.D. degree in 1994.

Upon graduating from law school, Mr. Miller worked with the Missouri Attorney General's Office as an assistant attorney general in the Labor and Litigation Divisions. While at the Attorney General's Office, Mr. Miller represented state agencies in Section 1983 and insurance claims in the state and federal courts. In 1996, Mr. Miller joined the Cook County Public Guardian's Office as a guardian ad litem. As a guardian ad litem, Mr. Miller represented abused and neglected children in proceedings before the Cook County Circuit Court.

Mr. Miller has been admitted to the bars of the State of Illinois, the State of Missouri, the United States District Court for the Northern District of Illinois, the United States District Court for the Western District of Missouri, and the Eighth Circuit Court of Appeals. In addition, Mr. Miller is a member of the American, Chicago, and DuPage County Bar Associations. From 1998 to 2000, Mr. Miller served as a guest speaker to students for the Chicago Bar Association's high school program. Mr. Miller's practice at OBKC&G, Ltd. is concentrated in the areas of municipal law and education law.
